4-H Poultry Club Constitution/By-laws

POULTRY CLUB CONSTITUTION/BY-LAWS

 

 

ARTICLE I-- Name

 

The Club shall be the Monroe County 4-H Poultry Club.

 

ARTICLE II-- Purpose

 

SECTION 1.  To help members develop personality, build character and self-confidence and become effective citizens.

 

SECTION 2.  To help members (through 4-H projects and activities) to learn to make decisions, cooperate, gain skills and knowledge and be of service to others.

 

SECTION 3.  To help promote poultry as egg producers, meat birds, and exhibition birds.

 

ARTICLE III—Breeds

 

SECTION 1.  Breeds that are to be shown include 1) any exhibition variety of poultry (including waterfowl and turkeys) as listed in the APA Standard and 2) commercial egg and meat breeds.

 

ARTICLE IV—Membership

 

SECTION 1.  Any boy or girl from kindergarten to 12th grade may be a member.

 

SECTION 2.  A member in good standing is defined as a member who has attended a minimum of 2(two) meetings, participated in at least one Poultry Club fundraiser and have all dues and debts paid in full 2(two) weeks before the first day of the Fair.  If a member must miss a meeting, it is the members’ responsibility to inform a leader and obtain the information and minutes from the missed meeting.

 

SECTION 3.  Only members in good standing with the Poultry Club will be eligible to receive club-funded awards.  Only members in good standing with the Poultry Club will be eligible for Poultry Club auction slots.

 

 

ARTICLE V—Officers

 

SECTION 1.  Elected offices of the Poultry Club shall be President, Vice President, Secretary, and Treasurer.

 

SECTION 2.  Officers shall be elected at the annual awards banquet and shall serve until their successors have been elected and installed.

 

SECTION 3.  4-Hers considered for the offices listed in Section 1 need to be in 6th grade or above.

 

SECTION 4.  The vice-president shall succeed to the presidency if such vacancy occurs.  Other vacancies shall be filled by a vote of the members at the next regular meeting.

 

ARTICLE VI—Leaders

 

SECTION 1.  The Poultry Club shall have 3(three) adult leaders.  Leaders are elected for a 3(three) year term.

 

SECTION 2.  The Poultry Club shall use a rotating system with the first leader having served 2(two) years, the second leader having served 1(one) year, and the third leader being newly elected.  In the event that one of the leaders steps down mid-term, the remaining leaders shall move up one position (if applicable) and a new third leader shall be elected at an announced and scheduled election meeting.  Six months or more of service counts as a full year.

 

SECTION 3.  The first leader shall step down each year.  The Poultry Club will then vote on a new third leader. The previous first leader can stand for election as the new third leader.

 

SECTION 4.  Elections for adult leaders shall be held at the annual awards banquet.  The new first leader will begin serving immediately after the annual awards banquet.  The newly elected third leader will begin serving after confirmation by the 4-H Board.

 

SECTION 5.  All leaders have 1(one) vote.

 

ARTICLE VII—Order of Business

 

SECTION 1.  Robert’s Rules of Order govern the meeting.

 

SECTION 2.  The order for business meetings is as follows:

 

                        1. Call to order by the president.

                        2. Pledge of Allegiance and the 4-H pledge.

                        3. Reminder call for attendance.  Written attendance sheets provided.

                        4. Reading of minutes of last meeting.

                        5. Additions or corrections to the minutes.

                        6. Old business

                        7. Treasurer’s Report

                        8. New Business

                        9. Discussion of plans for the next meeting.

                        10. Demonstrations, talks, etc. (if applicable)

                        11. Recreation

                        12. Adjournment

 

ARTICLE VIII—Committees

 

The president can appoint committees as needed.

 

ARTICLE IX—Quorum

 

A majority of the members attending a regular 4-H Poultry Club meeting is sufficient for transacting business.

 

ARTICLE X—Amendments

 

A two-thirds vote of 4-H Poultry Club members is required to amend the Constitution/By-laws.

 

ARTICLE XI—Grievances

 

Grievances are to go through the 4-H Board using their guidelines as stated in the 4-H Rulebook.

 

ARTICLE XII—Equal Opportunity Organization

 

It is the policy of the Monroe County 4-H Poultry Club and Purdue University that all persons shall have equal opportunity and access to its programs and facilities without regard to race, color, sex, religion, national origin, age, or disability.
